Florida HB7 and Recent BOG Regulations

In accordance with the preliminary injunction issued on 11/17/2022 in the case of Pernell v. Lamb (Florida Board of Governors) et al., Northern District of Florida Case No. 4:22cv304-MW/MAF, which was affirmed by the U.S. Court of Appeals for the Eleventh Circuit on 07/07/2026, FSU Regulation FSU-6.015 and Board of Governors Regulation 10.005 are enjoined and will not be enforced as enacted if/until further judicial action. The Eleventh Circuit’s decision may be appealed or, if not, the case will move forward with litigation on the merits.
However, several Florida Board of Governors Regulations are still in effect and must be adhered to by the university and faculty (see below).

In accordance with the injunction issued in the case of Pernell v. Florida Board of Governors, et al, Northern District Court case number 4:22cv304-MW/MAF, Regulation FSU-6.015 will not be enforced as enacted.
Regardless of the applicability of this Regulation, Florida State University remains committed to providing all students, faculty, and staff with an environment free from bias or discrimination. That commitment remains unchanged.
